The Swedish Forum for library managers and the Royal Library recently held a meeting to discuss whether Swedish scientists’ open access publishing can be facilitated by connecting the issue to the national licences for electronic journals. The publishers Springer (SpringerOpen and BioMed Central) and Elsevier were present.
