Hans Petersson
Since the beginning of the 2000s, SLU, on behalf of the Environmental Protection Agency (NV) and the Ministry of the Environment, has built a system for reporting and reporting changes in greenhouse gases under the Land Use, Land-Use Change and Forestry sector (LULUCF-sector) to the UNFCCC, formerly KP and the EU. In the beginning, the reporting was simple, but since about 2005, it is based on advanced inventory methods and data. Data from SLU's Swedish National Forest Inventory and Swedish Forest Soil Inventory constitute the underlying data. Sweden's reporting is based on objective data that is carefully reviewed by the UNFCCC and the EU every year. The UNFCCC came into being in 1992 and in 1997 the KP came with more binding agreements. The UNFCCC continues but KP has been replaced with reporting according to various EU regulations where EU/2018/841 is most important for the LULUCF sector. Over the years, SLU has supported the IPCC, the EU, various countries; NV and the Swedish Energy Agency with scientific development of inventory methods, with consequences of conceivable accounting methods and decision-making basis. The decision support system Heureka has been used to identify climate-positive measures, consequences of accounting and to produce accounting references.
