All EU Member States must instate a National Committee for the protection of animals used for scientific purposes. The National Committee shall promote and coordinate the work on alternative methods of animal testing together with relevant actors, such as animal welfare bodies, regional animal ethics committees, authorities, researchers and other interest groups.

In Sweden, the national committee acts as a steering group for the Swedish 3Rs Center, which is located at the Swedish Board of Agriculture.

The National Committee has appointed a group of experts. The expert group will work with the 3Rs and related issues such as ethics, ethology and veterinary medicine. The expert group is commissioned by the National Committee and currently the group works with three assignments. SCAW is represented in the expert group by Dr Elin Spangenberg, with expert competence in refinement (refinement).
