Homeless cats suffer in a failing system

The system surrounding homeless cats needs to be more stable. Today, it is based on cat shelters performing tasks, without full cost coverage, that are actually the responsibility of the authorities, according to a new study from the Swedish University of Agricultural Sciences (SLU).
