An analyzis of the experiences of 20 years of decentralization processes in Vietnam.
The purpose of the review was to analyze the experiences of 20 years of decentralization processes in Vietnam. The World Bank and a number of donors, including Sida, have been active in supporting Vietnam to develop institutional forms of how local authorities can take a larger independent responsibility for development budgets and implementation of development investments. The fieldwork for the study and the writing of the report was done in cooperation with Mandala Consulting, a small consultancy company in Hanoi, Vietnam.
